Read and createmake_video

Starts an AI video (about 10 seconds, 16:9 or 9:16) from a prompt, or animates 1 to 5 Media Library images. Uses one video from the monthly allowance. Poll video_status for the result.

Needs the write scope. Creates or changes things in Chirpy. Publishes nothing.
